Yes set up is included with balloon Garlands and backdrops only. Their is a delivery fee of $20 for orders in Tyler, Texas. Although do be mindful that their is a travel fee depending on the distance for any location outside of Smith County.

No, a balloon arch is a half circle arch which is a 19ft balloon garland. A balloon garland is an organic styled line of balloons that is adjusted to your liking.
